The intention of the consultative group would be to enable the Ghanaian people to take a leadership role in improving the health system.

The Ghana Health Declaration has supported greater sharing of information and introduced a number of forums which bring together individuals from different communities to assess and reflect on health matters. Ghana is a nation that has benefited greatly from the efforts made by the WHO and other international organizations. It has taken vital actions to improve the health system, especially the overall level of health. However, there's still a great deal of work to be performed to improve the standard of health care delivery in the bottom level. There are many organizations involved with providing health services at the neighborhood level, notably the Family Health Programmes that offers counselling and other medical assistance to the poor. The programme also works towards strengthening the community's reaction capacity to emergencies, and co-ordinated programs aimed toward children's immunization, water and sanitation, and occupational health and security. There are also a variety of voluntary associations which focus on issues like AIDS, malaria and other diseases that affect the health of the poor and vulnerable.

The goals and objectives of the Ghana Health Declaration continue to be determined, but there are provisions for an open enrollment procedure which will enable anybody who matches the universal criteria to be coated. The declaration acknowledges the improvement of the health system will demand a commitment from everyone and calls for increased collaboration among communities, government agencies, civil society and other associations. This will be the first step towards ensuring that Ghanaians have the ideal health conditions and are offered equal chance for treatment and attention. The targets and objectives also call for increased engagement of all stakeholders, and more cooperation among associations to ensure that the entire health system is going to be integrated. The Ghana Health Declaration thus lays a strong platform for Ghanaian societies to handle the problems of both prevention and treatment of serious health problems.
